Letter to Rep. Garrard about the phone survey and Herald & New's article

     Dear Rep. Garrard,

          As a farmer and landowner in the Klamath Project, whose family farm has been in continuous operation for one-hundred years, I feel you, Sen. Whitsett and the Oregon Republican caucus is doing a disservice to the farmers, ranchers, small communities and businesses of the Klamath Project.  The phone survey and subsequent article that was printed in the Herald and News was skillfully crafted to get the answers that are desired by the people against the Klamath Basin Settlement Agreement.  The first question should have read, "Do you favor dam removal if it means a more reliable supply of irrigation water for the Klamath Project?"  It is obvious by this article and previous statements that you, Sen. Whitsett, and the Oregon Republican Cacus are representing the interest of a few landowners in the upper basin, and some county residents that still harbor resentment toward the Klamath Tribe.  

          What you, Sen. Whitsett, and the Oregon Republican Caucus cannot seem to understand that dam removal was being negotiated because of the FERC re-license process.  The settlement was added to the process to see if the irrigators could get a reliable amount of water for irrigation.  What no one wants to acknowledge is that dam removal was going to be negotiated whether there were settlement negotiations or not. 

          Since you, Sen. Whitsett, and the Oregon Republican caucus oppose the KBRA, I must infer that all of you are writing off and abandoning the farmers, ranchers, towns and businesses of the Klamath Project.  What ideas do you, Sen. Whitsett and the Oregon Republican caucus have to solve this problem?  If all of you have some ideas lets hear them!  It is easy to be against something, but requires work to solve something.  Status-quo is not a viable option for the Klamath Project.  That guarantees another repeat of 2001 and the failure of more farms, ranches, and local businesses. 

          I am a fourth generation land owner and farmer in the Klamath Basin.  I have also been a member and supporter of the republican party for three and one half decades.  Because of your, Sen. Whitsett's, and the party's failure to engage in all of the facts of the Klamath Basin water problem, what the KBRA really says and does and being purveyors of false or slanted information, I am changing my party affiliation and will no longer support the Republican party.
