note: First in a series of profiles about the water settlement.
Name:
Steve Kandra, Merrill farmer and board member of Klamath Water Users
Association.
Represents:
Four districts — West Side Irrigation District, Klamath Irrigation
District, Van Brimmer Ditch Company and Sunnyside Irrigation District.
Significance:
Comprises a portion of KWUA membership, mostly those with smaller
acreage.
Background:
Kandra is a third-generation
Kandra and his wife own or lease about 1,000 acres
throughout the Basin, in
He is starting to remove himself gradually from active
farming, leasing more and more of his land to neighbors.
He’s also pursuing other endeavors with his
property, such as setting aside portions for wildlife or using it to
grow safflower to feed local birds.
“My farm’s a little bit different than (what) my
dad left me,” he said.
Three words describe the year 2001 for Kandra: fear,
anger and hopelessness. He was locked up in trials and litigation as his
crops suffered from a lack of irrigation water. He said he personally
went hand-to-hand with those he considered his opponents.
As part of the settlement group, he sat with his
rivals to work out differences. He believes the Klamath Basin Water
Settlement is a good solution.
