Freeman

Name: Toby Freeman, regional community director Represents: Portland based PacifiCorp

Significance: The power company owns four hydroelectric dams on the Klamath River that are currently in relicensing hearings with the federal government. Removal of the dams is a requirement of proposed Klamath Basin Restoration Agreement.

Background: Freeman began working for Pacifi-Corp
Aug. 22, 2001 , in the middle of the 2001 water crisis that shut off water for Klamath Basin irrigators.

It wasn’t until February 2002 that Freeman became more familiar with the situation in the Basin after he was assigned to the
Klamath River dams relicensing team as a manager.

He has since moved to the Basin and is employed as PacifiCorp’s regional community manager.

His job involves interacting with about 75,000 customers from Siskiyou and Modoc counties in
California to those in Klamath and Lake counties in Oregon

“It gives me a different appreciation when the people I used to sit with in meetings I now bump into in the supermarket or in a restaurant,” he said.
