For many there's a sense of urgency; for some, a sense of dread.  There are those who are excited, and those who are suspicious.  Some people think the Klamath Basin Restoration Agreement is as good as done; many think it needs a lot of work.


   
There may be many questions concerning the historic document, but there’s little question that, if implemented, it will change a lot of things for a lot of people up and down the Klamath Basin


   Many stakeholders are giving up something in order to gain one specific benefit: greater certainty — being better able to count on water availability, regulatory expectations, power costs, and more. Other stakeholders say there are too many “gives” and not enough “takes.” The effects of having no agreement, however, might be just as dramatic. 


   Another certainty is that it will cost a considerable amount. Another uncertainty: Will all the necessary funding be secured? And there’s the really big question: Can stakeholders successfully negotiate with PacifiCorp to remove dams?
