Five of six trawler captains at Morro bay sold their permits to the Nature Conservancy.

July 6, 2006 · The Nature Conservancy, long known for its habit of buying environmentally sensitive lands and putting them off limits to development, has thrown itself into the ocean.

The Conservancy is buying fishing permits owned by central California fishermen, and then either retires them or leases them back with "no destructive fishing" strings attached.
