QUARTZ VALLEY -
Thomas Pease, has formally sent a letter to the Siskiyou Resource
Conservation District, in Etna, terminating his “intent” to sign the
Watershed Wide Permit Process. He also asked for a refund of his
$100 fee that was associated with the Watershed Wide Permit Process
and "Notice of Intent."
Pease is a
Water Right owner in Quartz
Valley. Letters, workshop meetings and
information dispersed by the Resource Conservation District was
overwhelming, demanding and confusing, according to Pease.
Citing
additional threats received from Fish and Game through letters and
meetings, this Water Right owner claims that fraud was used to
induce him to sign up for the Permit process in collusion with the
RCD.
“I believe this
Permit is a Constitutional Take of my real property,” said Pease.
Pease agrees
with the ad-hoc group called Scott Valley Protect Our Water and is
saying “No” to the Fish and Game Permit and RCD Permit Process. He
alleges that deceptive practices are being used by the RCD and Fish
and Game to coerce Water Right owners into signing these re-written
Permits involving Incidental Take of coho salmon and 1602 Streambed
Alteration.
Pease and Scott
Valley POW claim these Permits would illegally “take” legal Water
Rights.
