Big thinking is required to overhaul habitat program

With dozens of new habitat conservation plans in the works, potentially covering millions of acres, the time has come to take stock of the national strategy and consider a major overhaul, experts say.

Leading conservation biologists and environmentalists believe that the 23-year-old federal program that aims to balance development, logging and mining with protection of endangered species is in dire need of an overhaul.

With inadequate conservation plans, "we're destroying some of the last remaining habitats of endangered species and not getting offsetting conservation measures," said John Kostyack, a lawyer with the National Wildlife Federation. "What really counts is, are the species better off as a result?"

Based on a Seattle Post-Intelligencer investigation, officials should:

Bolster the underlying science behind the plans. Require independent scientists to review the strategy for safeguarding endangered species before the "license to kill" permit is granted.
