The committees would act as information-gathering entities
without regulatory power, according to descriptions provided at
prior meetings of the board.
Scott Valley resident Jerry Crow offered some amendments for the
ordinance, suggesting that language be included restricting the
board’s ability to appoint members of the committees as well as
restricting the committees’ jurisdiction.
Crow also suggested changing the effective date of the ordinance
from 60 to 90 days after adoption.
Mark Baird, vice president of Scott Valley Protect Our Water,
took issue with Board Chair Marcia Armstrong’s stance on the
ordinance, stating that he believes that she is trying to “ram
through” the ordinance and claiming that she knew about a push
for an ordinance ahead of time and that his group will try to
prove that she has a link to water agencies and resource
conservation districts.
A final commenter, John Menke, requested that the board consider
him as a member of the Scott Valley Groundwater Advisory
Committee.
The second reading of the ordinance and accompanying public
hearing will be held at the supervisors’ Oct. 12 meeting at 10
a.m.
