The ordinance was written, according to County Counsel Frank
DeMarco, to “show people living around the dams and the
river that the county is protecting them in the event that a
dam removal project is instigated at some future time.”
Scott Sumner of Public Works cautioned that the ordinance
could possibly impact county projects.
“What is the necessity of doing this now?” asked board chair
Bill Overman. “If it’s to address the possible dam removal,
it could wait until it is more imminent.”
Supervisor Jim Cook finally suggested that discussion be put
off for another month if the board is not comfortable with
the language of the draft ordinance.
In other actions:
• Siskiyou County Economic Development Council executive
director Tonya Dowse informed the board that EDC’s Web site,
siskiyoucounty.org, recently won an international award for
Web Site of the Year.
• Dale Nova of the Siskiyou County Fire Safe Council made a
brief presentation about collecting of biomass and burning
it for energy production. He noted that it’s expensive to
dispose of green waste at the county’s transfer sites and
that much of it is being illegally dumped in forest areas.
He asked the supervisors to consider a special permit for
the clean burning of biomass in the Louie Road area and was
told he needed to put together a program and get it on the
board’s agenda for a future meeting.
• Monique Dixon, program manager for EDC, reported that the
State Department of Toxic Substances Control has approved a
project plan to complete phase II environmental analysis of
the old county yard located on South Main St. in Yreka. The
state will provide services valued at $85,000 to assist with
follow-up testing and guidance on clean-up of the site to,
hopefully, be done within one year.
• County librarian Betsy Emry, spoke to the board about two
grants the library has applied for and asked the board for
its approval, which was given by a vote of 4-0.
The Adult Literacy Program Grant would award $23,000 to the
library. The grant is renewable if goals are achieved. It
does carry an expectation of local support funds, which
would come from the Siskiyou County Library Vestal
Foundation and from a partnership with College of the
Siskiyous Yreka campus.
The other grant request is for $13,056 and is for the Modoc
Siskiyou Community Action Agency for funding the
continuation of the Early Learning for Families program. The
library would partner with Family Resource Centers and
branch libraries to provide programs for 0-5 year olds and
their parents.
• A closed session was held earlier in the day to discuss
pending litigation. No actions were taken.
Upcoming board of supervisors meetings are scheduled for
Oct. 21 and Nov. 4 at 9 a.m. in the county courthouse.
