County Counsel Thomas Guarino stated that the meeting will take
place at the Yreka Community Theater on Thursday, April 1 and will
be in two sessions, one from 2-5 p.m. and a second beginning at 6
p.m., ending after all comments are taken and the board deliberates
on how it will proceed in the dam agreement process.
The KBRA is a multi-party agreement that sets forth a restoration
plan for the Klamath Basin and which relies upon the removal of four
dams along the river, the process for which is laid out in a
companion agreement, the Klamath Hydroelectric Settlement Agreement.
In order to stay involved in the process as the decision on dam
removal is made and the restoration efforts are undertaken, the
county is required to sign both agreements.
The April 1 meeting is slated to feature presentations from a
number of agencies and give the public a chance to voice comments
and concerns, giving the board an opportunity to weigh the options
before deciding how to move forward. Guarino stated that the board
can choose to sign the agreements, not sign or choose no action at
that time.
At the board meeting Tuesday, a number of suggestions were made as
to who will receive invitations to appear or be represented at the
public forum.
Guarino was authorized to send invitations to PacifiCorp, Secretary
of the Interior Ken Salazar, Congressman Wally Herger, Sen. Dianne
Feinstein, Sen. Barbara Boxer, Sen. Sam Aanestad, Assemblyman Jim
Nielsen, California Natural Resources Agency Secretary Lester Snow,
Gov. Arnold Schwarzenegger and a number of others, including
representatives from Oregon, gubernatorial candidates and other
state representatives from California.
