TMDL work plan comment period extended

YREKA – The
comment period given by the North Coast Regional Water Quality Control
Board was considered by leaders of SOSS, the Save Our Shasta and
Scott
Valleys
coalition, Shasta Valley
Resource Conservation District and Siskiyou County Board of Supervisions
to be too short for the complexities in the Shasta River TMDL Work Plan
to be fully understood.
Concern was expressed that landowners may need more time to get a handle
on new regulations regarding their legally allotted water rights. It was
felt that more time was needed to provide practical comments regarding
the work plan that the regional board is implementing.
The Regional Board is using the “Total Maximum Daily Load,” called
TMDL, criteria to reduce
California
state perceived loading of impairments in the
Shasta
River
.
Concerns were raised by
several
Shasta
Valley
land owners about the TMDL
Work Plan during the SOSS meeting on April 9.
The next day, SOSS executive director Ernie Wilkinson sent a letter to
the Regional Board asking for an extension of time. Within two days, he
received an agreed-upon 60-extension period for comments.
The SOSS letter was short, but suggested that “buy-in by local land
owners” would be vital to the long-term success of the work plan’s
implementation.
Wilkinson reiterated the
documented “long history of cooperation in restoration efforts.”
He indicated that “adequate outreach” from the Regional Board Staff
would go a long way in creating the understanding that will be needed on
both sides of the issues.
The Siskiyou County Board of Supervisors voted on April 10 to write a
letter to the Regional Board asking for the 60-day comment period
extension. The county was just finishing the draft, when word was
received that the 60-day extension had been granted.
Jim Cook, chair of the
board of supervisors, said he was impressed with the quick SOSS action.
“We didn’t even have to finish the draft,” he said. “The SOSS
letter got their attention.”
He also indicated that he is pleased with the leadership role SOSS has
taken, during the past six years, regarding land owner and water rights
issues.
