Board reviews Klamath settlement

EUREKA -- Fifth District Supervisor and board Chair Jill Geist is scheduled to present the Klamath Restoration Agreement at Tuesday's meeting, but no action is slated until February.

Geist is recommending that the public comment on the agreement remain open, and that the discussion be continued until Feb. 5 or Feb. 19. She also recommends that the county counsel's office -- in cooperation with the Natural Resource Division of the Public Works Department -- make a recommendation to the board.

At the most basic level, the tentative agreement allows for removal of four dams from the Klamath River -- a move intended to restore salmon runs and secure agricultural water. The removal will require negotiations with the owner, Pacificorp.

In other business, the board will:

* Receive the statement of annual financial information from Treasurer-Tax Collector Stephen A. Strawn;

* Consider formation of an Ad Hoc Wave Energy Committee;

* Appoint three new members to the In-Home Supportive Services Advisory Board; and

* Hear an appeal of a November 2007 Planning Commission approval of an Elk River subdivision which involves renovation of an existing home and construction of a new two-story, four-bedroom house.

The appeal alleges that the project is inconsistent with the Humboldt County General Plan and traffic circulation elements, that Planning Commission Chair Tom Herman violated conflict of interest laws by not recusing himself from the hearing and that county counsel was incorrect in instructions regarding the county's legal ability to exact a 60-foot right-of-way for public streets.
