PRESENTERS:

 

Laura A. Schroeder, Schroeder Law Offices, Portland – Laura A. Schroeder litigates in both administrative and judicial state and federal forums in the states of Oregon, Idaho, Nevada and Washington.  For 15 years, Ms. Schroeder has successfully advised clients concerning: the use of surface, groundwater and storage water for both private and public use; competing ownership interests; development, maintenance and operation of facilities and utility development within private and public ownerships; transfer of property interests while maintaining access; obtained and secured easements for water conveyance and use; negotiated contract and amendments from the Bureau of Reclamation; obtained damages for water and aquifer depletions; and negotiated water quality permits and agreements.  Ms. Schroeder is a published author and recognized speaker on specific legal issues involving the use, transfer and development of water resources.  After more than 10 years as a partner in a family farm row crop operation in Eastern Oregon , Ms. Schroeder obtained her J.D. degree from Northwestern School of Law in 1987.

 

Mark G. Reinecke, Bryant Lovlien & Jarvis, PC, Bend – is focused on business and real estate litigation and water law.  In his water practice, he represents irrigation districts, water utilities, municipalities, private developers and individuals before state and federal agencies.  He assists these clients in identifying, obtaining and transferring existing water rights.  Mr. Reinecke is a member of the Environmental and Natural Resources Section of the Oregon State Bar and a member of the Oregon Water Resources Congress

 

DAVID J. NEWTON, P.E., C.E.G., C.W.R.E. -

David Newton has over 34 years of diversified geotechnical, geological and engineering consulting experience.  He is a native of Redmond , Oregon and has spent the last 28 years of his professional career in Oregon , focusing on water resources projects.  He is the founder and president of Newton Consultants, Inc., a water consulting firm located in Redmond , Oregon .  David is registered in Oregon as an engineering geologist, civil engineer, environmental engineer, and certified water rights examiner.
