Reclamation Act/Newlands Act of 1902 - The Newlands Act of 1902, named for it's author Francis Griffith Newlands, Democratic Representative from Nevada, preceded the Reclamation Service, created in July 1902, which later became the Bureau of Reclamation. The bill allowed the government to undertake irrigation projects to establish farms for relief of urban congestion.
